Information on personal data processing for the participants of the 4th Congress of Polish Statistics

In connection with the implementation of the requirements of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation)[1] , hereinafter referred to as "GDPR", the controller informs you about the principles and your rights related to the processing of your personal data.

I. Administrator

The administrator of your personal data is Statistics Poland (GUS) with the registered office at 208 Niepodległości Avenue, 00-925 Warsaw.

II. Data Protection Officer

You can contact the data protection officer (DPO):

Only matters concerning the processing of your data by the controller, including the exercise of your rights under GDPR, should be referred to the DPO.

III. Purposes and legal basis of personal data processing

1. Personal data of passive and active participants of the Congress in the form:

  1. image and voice will be processed on the basis of Article 6(1)(a) of the GDPR, i.e. the data subject has consented to the processing of his/her personal data for documentation and reporting purposes, as well as for promotional purposes of the Congress and the Administrator, including by making the recordings and photos available online on the Administrator's websites and the Administrator's social media, such as:

  2. name, gender, phone number (optional), email address, name and address of the organization represented (if the participant represents an organization), food preferences (optional) will be processed on the basis of Article 6(1)(c) of the DPA, i.e. the processing is necessary for the fulfillment of a legal obligation of the administrator, in connection with:
    1. Article 25(1)(16) and (17) of the : Act of 29 June 1995 on Official Statistics, 1995 (Journal of Laws of 2023, item 773) to popularize knowledge of statistics and to conduct scientific and research activities, research and development work on statistical research methodology and classification standards, and applications of mathematical methods and computer science in statistics,
    2. with the provisions of the Law of July 14, 1983 on the national archival resource and archives (Journal of Laws of 2020, item 164) and the provisions of the Ordinance of the Minister of Culture and National Heritage of October 20, 2015 on the classification and qualification of documentation, transfer of archival materials to state archives and scrapping of non-archival documentation (Journal of Laws of 2019, item 246),
    for the purpose in the organization of the Congress, including registration of participants and providing administrative services to Congress participants and archiving of documents.

2. Personal data of authors and co-authors of speeches who are and are not participants of the Congress (including those whose data were provided when registering an abstract by another co-author) will be processed additionally on the basis of Article 6(1)(c) in connection with the provisions of the Act of February 4, 1994 on Copyright and Related Rights (Journal of Laws 2022, item 2509).

3. Personal data of active Congress participants in terms of image/voice will be processed on the basis of Article 6(1)(a) of the GDPR, i.e. the data subject has consented to the processing of personal data for one or more specified purposes, for the purpose of documenting the Congress, including use in promotional materials and media publications from the Congress, as well as other promotional materials of the Statistics Poland, including by making recordings and photos available online on the Administrator's websites and the Administrator's social media, such as:

4. Personal data of participants reporting a special need due to disability will be processed additionally on the basis of:

  1. Article 6(1)(c) of the DPA, i.e. the processing is necessary to fulfill the administrator's legal obligation under the provisions of the Act of July 19, 2019 on Ensuring Accessibility to Persons with Special Needs (Journal of Laws of 2020, item 1062),
  2. Article 9(2)(b) of the GDPR, i.e. the processing is necessary for the fulfillment of obligations and the exercise of specific rights by the controller or the data subject in the field of social protection, in connection with Article 30 of the Act of July 19, 2019 on ensuring accessibility for persons with special needs (Journal of Laws of 2020, item 1062),

to provide architectural, information and communication or digital accessibility to Congress participants.

IV. Source of personal data

Personal data are obtained directly from the data subject, and in the case of co-authors who are not Congress participants, personal data are obtained from the abstract submission form filled out by the active participant.

V. Recipients of personal data

In connection with the processing of your personal data for the purposes specified in Section III, your personal data will be processed by:

  1. entities cooperating with the administrator in the organization of the Congress and the storage of records relating to it, including providers of technical and organizational services that enable the organization and conduct of the Congress;
  2. 2. an unspecified circle of recipients in connection with the image captured in photographs and the image and voice captured in videos or recordings of the Congress, and making them available without territorial and temporal limitations through reproduction and public display, reproduction, and public sharing, including on the Internet on the Administrator's websites, as well as on the Administrator's social networks, i.e. YouTube, Facebook, X/Twitter, Instagram, LinkedIn. The social networks have their own policies regarding the manner and purpose of processing and protection of personal data:

VI. Period of storage of personal data:

The Statistics Poland, being a public administration unit, is subject to the provisions of the Law on National Archival Resources and Archives and the regulations issued to it. This obliges it to archive documentation collected in the performance of its statutory tasks. The period of data retention is based on the Uniform Tangible File List in force at the above administrator and, as of the date of the clause, is 5 years.

The image captured in photographs, as well as the image and voice captured in films or recordings of the Congress, for the purpose of documenting the Congress, including use in promotional materials and media publications from the Congress, as well as other promotional materials of the Central Statistical Office, will be stored without time limit.

Your identification data will be stored in the application provided on the website for a period of no more than 12 months from the date of registration.

VII. Rights of the data subject

You are entitled to:

  1. access to personal data, including the right to obtain a copy of such data;
  2. to rectify (amend) personal data;
  3. withdraw consent, to the extent of processing based on consent - whereby withdrawal of consent does not affect the lawfulness of processing carried out on the basis of consent before its withdrawal;
  4. to restrict the processing of personal data;
  5. to lodge a complaint with the President of the Office for Personal Data Protection (to the address of the Office for Personal Data Protection, 2 Stawki Street, 00 - 193 Warsaw) if, in your opinion, the processing of personal data violates the provisions of the GDPR.

VIII. Voluntariness of providing personal data

Your provision of personal data is voluntary, but necessary for the purposes specified in Section III, in particular, registration for participation and attendance at the Congress.

The consequence of not providing personal registration data will be the inability to participate in the 4th Congress of Polish Statistics (Warsaw, July 2-4, 2024) and/or to publish or present a paper at the 4th Congress of Polish Statistics (Warsaw, July 2-4, 2024).

With regard to data whose processing is based on consent (Article 6(1)(a) of the GDPR), you have the right to withdraw your consent to the processing of your personal data at any time. Withdrawal of consent does not affect the lawfulness of processing that was carried out on the basis of consent before its withdrawal.

Withdrawal of consent is made by directing to the e-mail address kongres_2024@stat.gov.pl information on withdrawal of consent to processing of one's personal data. The subject line should state "WITHDRAWAL OF CONSENT".

IX. Automated decision-making, including profiling

Your personal data will not be profiled or subject to automated decision-making.

X. Transfer of personal data to a third country or international organization

If you consent to the publication of personal data on the Administrator's social networks: YouTube, Facebook, X/Twitter, Instagram, LinkedIn, there may be a transfer by the above-mentioned portals, of personal data to entities outside the EEA. Please refer to the privacy policies of each portal for details.

Otherwise, the Administrator does not intend to transfer data to entities located outside the EEA and to international organizations.
